Mr. Bromwell has a thirty-seven-year history within the PreK-12 public education system, all residing within his home district where he was born and raised. Education was always important within his life and so much so it became a given that somewhere within his lifetime, he would be an educator. It would take a United States Marine Reserve stint to enhance his internal discipline, which then propelled him to become more goal centered, studious, and successful within the higher education ranks.
He was the first to graduate college within his immediate family and become a teacher. During his educational career, he has occupied many different teacher/administrative positions:
-Pre-Algebra -Algebra -Business Law -Accounting -Physical Education
-Discipline Dean -Assistant Principal -Principal
-Superintendent of Dorchester County Public Schools
He cherished all these positions as they provided him with valuable insights into all aspects of public education.
It is within the Superintendent position that he has seen the biggest transition in school safety and security that the world we live in today has become a daily necessity. Students and staff must feel safe in a caring and supportive environment before learning can take place. There isn’t one educator within our country who does not embody such a philosophy, but funding to make this happen is very difficult in the political environments in which we live.
Within Dorchester County as well as across the nation, school districts have seen an alarming number of threats which inhibit the instructional foundation for which they exist. It is not just social media which threatens schools, but actual physical violence in-person or using weapons which we have never seen before.
Dorchester County was no different as a community of just over 32,000 people saw an influx of violence with weapons resulting in over thirty deaths within 1.5 years. Certainly, gang and drug violence were keys to this increase, but what was alarming was the age of the participants. 14-27 year old's in socio-economically deprived areas of the county were the main culprits in a serious increase in shootings and deaths over a three-year span. The timing of these violent acts occurred in and around the pandemic when schools within MD were shut down with on-line learning taking place. These violent acts happened when students were NOT in school but while un-monitored at home. When students returned to school, acts of violence followed within schools as they did across the country.
